This is upgraded version of Alex Denisov TRuler v0.9: Rollable ruler with ability to change scale, number orientation, number font, tick size and orientation, etc.

Improved:

• Tick Labels rejection to prohibit labels overlaping
• User event handler to provide labels text
• TDateTime unit support, with various precisioning
• Limiting labels digits by ommiting leading digits, works in conjunction with autoscaling units by 10e3n multiplier, thats allow display low label units in background with large offset.
• Autoscaler unit multiplier can be append to caption.
